Have you been diagnosed as having PCOS?
I'd see your GP about having a few blood tests done to confirm if you have, or not. (Though excess hair growth is a very common symptoms of PCOS)
Try threading. Visit your local asian-populated area, I say asian-populated area as the threading method comes from India, and the mothers pass this method onto their children, as they usually have darker hairs.
It's a simple method, which pulls hair directly from the hair follicles. Over time (a few months, usually), you no longer need to be 'threaded' as the hair follice has been damaged.
I have PCOS and had several months worth of being threaded by a lovely lady, cost me 拢8 for a 'full face thread', now I no longer need to go, but I do still sometimes feel as if I'm getting 'fluffy', so I go every 2/3 months. Though people say there's very little hair to even be threaded, including the lady who does it!
Threading is very cheap and by far the best method.
Never shave.
Plucking takes ages.
Waxing gave me acne and rashes.
Bleaching can burn some people's skin, especially if they have sensitive skin.
Epilating is very painful.
Laser removal is very expensive and doesn't always work.
go to your GYN and talk about PCOS ....read about it - sounds like you may have it. There's a pill out there that can limit your hair growth.

EDIT: I suggest you get a second opinion - did you get an ultrasound?
