It all depends what nationality you are. I give it 10 more years to have thick facial hair since you are a female asian.
well if your a natural blonde it will probally always be that color. if not probally by your mid to late 20 it should come in thicker and darker. you could always wash it with a thickening shampoo or if its long enough dye it.
